Wait a second. Low sec camps were FAR more common in RmR than they are today. If anything, sentry guns need their damage reduced (but not unless CCP also adds more incentive for non-pirates to be in low sec, which is a separate issue.)

But every ship has had their HPs increased. Just because fights take longer doesn't mean that those same two ships couldn't have had a tactically identical encounter before the HP change. I really don't think a difference in HPs is what causes blobbing. Besides its not like nobody ever flew with a gang before the blob fad.

Migration out of low sec preceded the introduction of Hictors though. Low sec materials and rats need to be closer to 0.0 resources for Low sec to be a draw again I think. An introduction of a sort of sovereignty to Low sec not identical to 0.0, but at least having some of its features, might help draw more cohesive corps out to those areas (maybe make it impossible to claim Low sec sov if you also have 0.0 sov too, just to be on the safe side and prevent the major alliances from monopolizing areas closer to Empire core space.) I think a Low sec sov program could be part-and-parcel to faction war, since Low sec systems are still Empire-owned. Those empires could be leasing the space to some alliance as a protectorate area or something.
It's a complex issue unfortunately, and I don't think CCP has released any information about any planned improvement lately.

Reducing opportunities in low sec even further won't help PvP any. PvP itself cannot be the main attraction to Low sec for the average player. PvP needs to be a symptom of low sec travel, not the sole purpose.

NO! You've been given a bad impression on these things from players who don't know what they're doing, and die a lot because of it. Low Sec, especially 0.4, can easily be a fun place for newer players such as yourself. Tier 3 Tech 1 frigates, properly fit, can take on rat cruisers in 0.4 sec. Cruisers are even better, since you can shrug off incoming fire from a few NPC cruisers without issue since cruisers can tank. If you wait to go to Low sec, then no matter how good of a ship you're in you'll still die there. Better to learn how the place operates now, and you'll learn to avoid nasty encounters.
You never need a ship that costs more than 40 million isk, fittings included, in Low Sec if you're only going there for PvE. BCs with T1 fittings can annihilate everything in belts in ANY sec level, including 0.0. With good skills a T1 cruiser can take on most belt rats. Assault ships are also excellent PvE ships that don't require much training to get into initially (the required skills are things you want to train anyway, regardless of whether you train the Assault Ship skill itself.)
On the subject of implants, learning skills are FAR more important, since level 4 on both tiers of skills, plus the learning skill itself, will increase your training time much more than implants. Obviously if you can afford implants you should use them, but if you can't then don't even get them. Spend that isk on learning skills, since those stay with you even if you die.

The dangers of Low sec are routinely overhyped far out of proportion. Don't judge every low sec system by looking at places like Amamake and Aunenen. There are places in Kor-Azor, Devoid, Placid, and Genesis and who knows where else where there are routinely no other people for at least one jump in any direction.
Nothing that can't align faster than gate campers can lock should be brought into Low sec without protection. Of course, nothing that slow to align is even needed in Low sec unless you're POS sieging, in which case you'll have a whole allied fleet with you.
